Canadian Border Services Agency (CBSA) Announce Bay Plan (BAPLIE) Electronic Filing Requirements

After having been in an ‘informed compliance’ status for several years, CBSA announced that effective November 6, 2015, CBSA requires that Bay Plans (BAPLIEs/Stow Plans) for all vessels arriving Canadian ports be submitted electronically.

Vessel Operating Carriers (VOCCs) transporting one or more cargo containers to Canada will be required to electronically submit a Bay/Stow Plan within 48 hours of departure from the vessel’s last foreign port of call, prior to sailing to Canada. When the voyage is less than 48 hours in duration, Bay Plans must be submitted to the CBSA prior to the vessel’s arrival at the first Canadian port.

However, vessels transporting exclusively bulk, break-bulk or non containerized Ro-Ro cargo are not required to submit a BAPLIE. When any vessel is carrying one or more containers, regardless of cargo type, the vessel carrier must submit a Bay/Stow Plan.

There are some differences between the already established BAPLIE requirements for US Customs:

  • CBSA requires a set temperature as well as a high and low range for refrigerated containers.

  • CBSA requires IMO Code, IMDG Code, technical or proper shipping name and flash point, if applicable.

  • NO email option is offered by CBSA.

Carriers must submit CBSA Application Form BSF691E so that their profiles can be updated accordingly. Contact us if you need help completing the application.

Vilden is proud to announce that we are certified by the CBSA to transmit your electronic BAPLIE filings through our eSTOW service via Vilden's eCLEAR Customs filing solution.

eSTOW allows you 3 ways to implement your electronic bay plan quickly:
