U.S. Customs Regulatory Update for Carriers: ACE Export Manifest

May 1, 2015 is an important date for carriers filing electronic ocean manifests. It is the date that CBP has set for anyone filing electronic manifests to use the Automated Commercial Environment (ACE) as the approved filing mechanism. To further impart the urgency of this, on February 10, 2015, R. Gil Kerlikowske, Commissioner, U.S. CBP issued a “letter to the trade” advising those who haven’t begun the transition that time is running out. Becoming an ACE electronic filer does not require a huge financial investment or burden. While you may have a solution in place already for the EDI transmission of your import manifest, adding export manifest to your filing portfolio can begin in 2 stages. Today, VOCCs are required to submit an export manifest. CBP accepts certain formatted documents with strict parameters to be sent via email. This qualifies as an ‘electronic’ filing. If your current export documentation system does not support the formatted data files to send electronically to CBP, contact us today.

Within the coming months, CBP will be moving towards not only a requirement for export manifests, but also to the traditional EDI transmission of export manifests, the same way they are done today for import manifest. This will apply to carriers, large and small exporting from the U.S. e-CLEAR will be able to handle those transactions.
