CBP has instituted a pilot project for export manifest submission using their DIS (document imaging system) earlier this year. This pilot has been very successful in automating the delivery of manifest to CBP as well as saving exporting carriers a substantial amount of money for printing, postage and courier services. Carriers will not have to file paper manifest once they join the pilot for approved ports.
The expansion of this pilot is underway and will be following the following schedule: 8/20/2012: All seaports in Florida, Alabama, Mississippi, Louisiana, Texas and Puerto Rico (CBP’s field offices in Tampa, Miami, New Orleans, San Juan, Houston and Laredo)
9/4/2012: All seaports in Maryland, Delaware, Pennsylvania, New Jersey, New York, Connecticut, Rhode Island, Massachusetts, New Hampshire, Main and all Great Lakes States (CBP’s field offices in Baltimore, New York, Boston, Detroit, Buffalo and Chicago
9/17/2012: All Seaports in California, Oregon, Washington, Alaska and Hawaii (CBP’s field offices in San Diego, San Francisco, Los Angeles, Portland and Seattle
The pilot will remain in effect until CBP delivers and automated export manifest system in ACE in approximately two years, based on current estimates.
CBP remains interested in expanding the export pilot project to include all ocean carriers. If you are not currently participating in this pilot, please contact us and we’ll be happy to help you get setup with customs for filing the export manifest.
