CBSA eManifest Compliance Beginning Next Year

The Canada Border Services Agency (CBSA) has developed the eManifest Portal primarily to modernize and improve the  cross-border commercial process, helping trade partners  comply with eManifest requirements and to ease their transition from paper reporting to pre-arrival electronic data transmission. When fully implemented, eManifest will require carriers, freight forwarders and importers in all modes of transportation (air, marine, highway and rail) to electronically transmit advance commercial information to the CBSA within prescribed mode-specific time frames.

In March of 2014, CBSA will begin its 6 month informed compliance period for the third phase of the ACI initiative, house bill submission and related messages. These messages include:

  • House Bill Data with additional data elements beyond today’s supplementary requirements
  • House Bill Close messages
  • Match/No Match messages
  • Manifest Forward
