CBSA Announces Delay in eMANIFEST Implementation

On Tuesday, May 13, 2014 the Canada Border Service Agency (CBSA) announced that the changes required for house bill filings via eManifest will be postponed from the anticipated implementation date of  July 1, 2014. While there is no concrete date, the CBSA will communicate the enforcement of eManifest regulation requirements for NVOCCS  at least 45 days in advance of the mandatory compliance date. We will follow with an update once this information is publicly available.

Please note, eManifest for highway and rail have been under informed compliance since 2010 and 2012 respectively. However, until the mandatory effective date for marine portion is determined, all three modes, highway, rail and marine, will not be mandatory.

This does not mean that you should lose sight of the necessity to be prepared for the implementation! Vilden Associates will continue to support any customer that wishes to ‘early adopt’ the eManifest process.

Also remember, early adoption does not relieve a filer of their existing requirements:

  • Supplementary filings for house bills for NVOCC
  • Cargo reports and FROB supplementary filings from Carriers
  • Vessel departure from Carriers

Once released for production for early adopters, eCLEAR will be the tool to manage both existing filings as well as eManifest filings under the informed compliance period.
