In April of 2004, CBSA implemented the first phase of the Advance Commercial Information (ACI) Program. At this time, it became a requirement for marine carriers to electronically transmit marine cargo data to CBSA 24 hours prior to loading cargo at a foreign port. Moving forward with that initiative, phase 2 was completed in July 2006, expanding the requirement to air carriers and freight forwarders.
In September 2009, the Bay Plan Initiative was introduced, expanding on the ACI. This initiative will require marine carriers to send the bay plan, or BAPLIE, in an electronic format identifying the stowage position and characteristics of any and all containers on board within 48 hours of departure from the vessel’s last foreign port prior to arrival in Canada. Bay plan for short sea voyages (less than 48 hours in duration) will be required prior to arrival.Voluntary submission in electronic format was introduced in 2010 and is expected to become mandatory in the fall of 2012.
In anticipation of this mandatory requirement, Vilden Associates invites any carrier interested in becoming an early adopter to contact us to discuss our e-Stow application. e-Stow provides valuable options for submission of CBSA bay plan, either by manual entry, upload of excel spread sheet, .csv document or other computer readable format, or to simply utilize our connection to CBSA via our Vilden Portal Service to submit your internal BAPLIE file.
